Other Abstract	讨论了小柴油机发电的现状和成因。分析了小柴油机发电所产生的负面影响，从提高供电的可靠性、力求降低电价、对用电大户优惠供电、严格管理并征收各种税费等方面提出了解决这一问题的对策。在对小柴油机发电征收各种税费后，其发电总成本将大大提高，同时严禁将市网电作为备用电源，那么，用户将倾向于使用市网电力。
